Russia is holding its first parliamentary elections since the 2022 invasion of Ukraine, with the governing United Russia party expected to retain control.
Russia has initiated a three-day voting period for the State Duma, the lower house of the country's parliament. This election cycle marks a significant milestone as it represents the first time citizens have headed to the polls for a national legislative contest since the initiation of the full-scale invasion of Ukraine in 2022. The electoral process encompasses not only the 450 seats of the Duma but also includes numerous regional elections, where voters are selecting governors and members of local legislatures across dozens of regions.
Authorities have implemented a multi-day voting structure, extending from Friday through Sunday, with the stated goal of increasing participation among the approximately 111 million eligible voters. The process has been further modernized through the inclusion of electronic voting options. Notably, the scope of the election also extends to territories currently under Russian occupation within Ukraine, bringing the total number of regions involved in local contests to 11 for gubernatorial races and 39 for legislative ones.
United Russia, the political entity that has consistently supported President Vladimir Putin since its formation in 2001, remains the primary force in the current electoral landscape. Having secured more than two-thirds of the Duma seats during the 2021 election, the party is widely expected to maintain its firm grip on the legislative body. The party's platform is explicitly tied to the ongoing military efforts in Ukraine, with candidates pledging unwavering support for the Kremlin’s stated objectives in the conflict.
In an effort to diversify its public image beyond that of a traditional bureaucratic organization, United Russia has integrated new figures into its leadership ranks. This includes the prominent inclusion of a war correspondent who sustained injuries while reporting on the conflict. Despite these efforts to refresh its roster, the party continues to face criticism from observers who suggest that the lack of genuine, unfettered opposition renders the final outcome a foregone conclusion, even as the government markets the event as a democratic opportunity for the public to voice their opinions.
The legislative ballot features several parties categorized as "systemic opposition," a term used for groups that generally align with the Kremlin on major policy decisions. The Communist Party continues to be a major player in the Federal Assembly, maintaining a consistent presence for over three decades. While they occasionally offer mild critiques regarding domestic government policy, they remain staunch supporters of the war effort and avoid any direct opposition to the president. The race for the second-place position is viewed frustrations and declining living standards.
Other participants include the Liberal Democratic Party, known for its ultranationalist stance and history of supporting military veterans, and A Just Russia, a social-democratic party that competes for the support of older demographics. Meanwhile, the New People Party has attempted to position itself as a representative for younger voters, technocrats, and the middle class. Following the removal of the liberal Yabloko Party—the only registered group that maintained a formal antiwar stance—from the ballot, some analysts suggest that voters who oppose the conflict may utilize the New People Party as a legal proxy for their dissent.
The Kremlin has framed the current election as a referendum on the war in Ukraine, with President Putin explicitly linking the success of United Russia to the nation's military goals. Analysts suggest this framing indicates a degree of apprehension within the government, as the election provides a rare, albeit narrow, channel for the public to express dissatisfaction with the status quo. Despite the party's influence, it remains a target for criticism regarding internal corruption, even among some of the president's traditional supporters.
Concerns regarding the integrity of the process are not new to the Russian political scene. Since the early 2000s, elections have been consistently marred iggering widespread street protests following reports of irregularities. Similar disputes arose following the 2021 elections, where independent monitors and statisticians challenged the official results. While authorities have consistently denied claims of systemic fraud, the narrowing of the political field and the exclusion of vocal critics have reinforced the perception among international observers that the electoral playing field remains heavily tilted in favor of the current administration.
